Proposed Golden Beach Winery Causes Sour Grapes at the Planning Commission

The meeting began with a final review of the concept site plan for the Infinity Hair Studio.
It is a 4 seat hair salon in a 1390sqft building located at 2394 Colton point Rd.

In the matter of CONCEPT SITE PLAN# 19-13200003, Infinity Hair Studio, having accepted the staff report and having made a finding that the objectives of Section 60.6 of the Comprehensive Zoning Ordinance has been met, and noting that the referenced project has met all requirements for concept approval, I move that the concept site plan be APPROVED.

There was no public testimony.

Following this was a presentation regarding the Corteau Winery Concept Site Plan.
This will be a 6562 sqft winery and is located at 38713 Golden Beach Rd.
There will be 11 parking spaces at the winery itself with an extra parking area for larger events / overflow.
Large events would not exceed a couple hundred people, but smaller community events is the vision.
The total parcel is 240 acres .
All 6 acres of grapes currently go to Leonardtown but there are plans for another 5 or 6 acres of vines.

Current limitations are 20 days of events per year, that number could be increased soon to 30 but multiple events in one day is possible.

The facility is also limited to 27500 gallons of wine per year which they do not anticipate reaching for years to come.
At the 11 acres of planned vines that they have it is anticipated they could be 5200g to 7000g per year.

There was significant discussion about parking and ensuring no people parked on the side of Golden Beach Rd.
It is 1500ft from the All Faith Chruch Rd "T" Intersection to the proposed intersection.

From the Department of Public Works.
"The project is situated outside the Lexington Park Development District and generates less than 50
peak hour trips; therefore, no traffic impact study is required but the level-of-service (LOS) which
needs to be met is a LOS 'C'.
The developer has offered to install an acceleration and deceleration lane along the southern side
of Golden Beach Road. This will widen the existing shoulder to 12' along the frontage of the project
at the entrance.
The site entrance for the proposed development will consist of one (1) two-way access onto Golden
Beach Road. The entrance permit for work within a County right of way will be administered by this
Department (DPW&T).
No off-site intersection improvements are needed to satisfy the level-of-service (LOS) criteria.
The site entrance onto Golden Beach Road and the All Faith Church Road intersections are
expected to operate at an acceptable level of service when adding the projected trips of this
development to the existing traffic. Due to the site location being approximately 2.4 miles from Maryland State Route 5 also known as
Three Notch Road, a negligible impact to the operation of that intersection with Golden Beach Road
is anticipated"

There was an opportunity for public comment, some of those were

- Golden Beach Road is a terrible road
- concern of accidents
- disagreement about there being line of sight issues approaching the site
- there are rumble strips but not much warning before the "T" stop
- traffic could back up past the proposed interest
- it was asked if there was a design flaw in GB road that prevents the reasonable driver from navigating from Point A to Point B.
- A three way stop at the Golden Beach / All Faith Church Intersection was proposed.
- It would be a mistake to put traffic enforcement on the property owner.
- Cannot punish a property owner for other peoples driving choices.
- The property owner doesn't cause accidents.


In the matter of CONCEPT SITE PLAN# 19-13200009, Corteau Winery, having accepted the staff report and having made a finding that the objectives of Section 60.6 of the Comprehensive Zoning Ordinance have been met, and noting that the referenced project has met all requirements for concept approval, I move that the concept site plan be APPROVED.

In the matter of CONCEPT SITE PLAN# 19-13200009, Corteau Winery, having accepted the staff report and having made a finding that the objectives of Section 60.6 of the Comprehensive Zoning Ordinance have been met, and noting that the referenced project has met all requirements for concept approval, I move that the concept site plan be APPROVED WITH THE FOLLOWING CONDITIONS:
1. Applicant will complete all of the road improvements as required prior to the issuance of the Use and Occupancy.
